Europe’s tech sovereignty package needs to go further

atNorth has welcomed the European Commission’s EU Tech Sovereignty Package as an important step towards strengthening Europe’s strategic autonomy across cloud, AI and digital infrastructure.

The package introduces promising measures, including the Chips 2 Act, the Cloud and AI Development Act and the Strategic Roadmap for Digitalization and AI in the Energy Sector. Together, they provide a stronger foundation for European resilience, competitiveness and customer choice.

However, delivery must move faster. Europe cannot wait until 2033 for the semiconductor capacity needed to support the next generation of AI infrastructure. More immediate action is required to simplify planning, improve access to energy and accelerate grid connections.

Greater clarity is also needed around how sovereignty is defined. European businesses with international investors should not be excluded from the highest classifications where operational control, data governance and compliance remain firmly within Europe.

The package is a positive start, but securing Europe’s digital independence will require faster implementation, stronger infrastructure support and greater ambition.
